This mod allows you to create and add items to custom creative tabs, using JSON files inside resource packs. It's aimed at modpack makers and even allows you to disable access to vanilla creative tabs as well as tabs from other mods
This mod is client-side only and is very small in size with no dependencies (other than the Fabric API on Fabric), so you can easily include it inside your modpack.
I recommend checking out the Amended (1.18+) resource pack for a very complete example of what this mod can do.
The configuration of this mod, as well as a couple of examples can be found on the WIKI tab at the top of the page. You can also find pre-made or example packs inside the docs, to help you get started.

With Millida Launcher
Install Millida Launcher
The launcher is free: download it at millida.net/launcher and sign in with any nickname.
Click “Install” on this page
The launcher opens and installs the mod for Minecraft 1.19–1.20.1 on Fabric, Forge or Quilt automatically.
Launch the game
A profile with it appears in the launcher: click “Play”.
Manually
Install Fabric, Forge or Quilt
The loader must match the game version of the mod file, for example Minecraft 1.20.1. After installing it, a separate profile appears in your launcher.
Download the file for your version
In the version list above, pick the file MoreCreativeTabs-combo-1.20-1.2.1.jar (78 KB) for your game version and loader.
Put it in the mods folder
The folder is inside .minecraft (Windows: %appdata%\.minecraft\mods). If it does not exist, create it.
Launch the loader profile
Open “Mods” in the main menu: MoreCreativeTabs [Forge/Fabric] should be in the list.
Minecraft 1.20.1 runs on Java 17: with a different Java version the game may close right after launch.

There are files for Fabric: 1.20–1.20.1, for Forge: 1.19–1.20.1 and for Quilt: 1.20–1.20.1. There are no files for NeoForge: a mod for another loader will not start.

The author lists no required dependencies: the Fabric, Forge or Quilt loader is enough.
