Zombie Horse Spawn is a minimalistic mod which allows zombie horses to spawn with a zombie riding it. Whenever a zombie spawns, it has a chance to be spawned as a rider. You can configure it to only spawn on the surface and if it should burn in daylight.
You may also be interested in Giant Spawn or Skeleton Horse Spawn.
All available config options:
chanceSurfaceZombieHasHorse default 0.05, min 0, max 1.0 The chance a zombie that has spawned on the surface is riding a horse.
shouldBurnZombieHorsesInDaylight default true If enabled, burns zombie horses when daylight shines upon them.
onlySpawnZombieHorsesOnSurface default true If enabled, a zombie horse with rider will only spawn on the surface.
You may freely use this mod in any modpack, as long as the download remains hosted within the CurseForge or Modrinth ecosystem.

The launcher opens and installs the mod for Minecraft 1.19.3–26.3 on Fabric, Forge, NeoForge or Quilt automatically.
Launch the game
A profile with it appears in the launcher: click “Play”.

Install Fabric, Forge, NeoForge or Quilt
The loader must match the game version of the mod file, for example Minecraft 26.3. After installing it, a separate profile appears in your launcher.
Download the file for your version
In the version list above, pick the file zombiehorsespawn-26.3.0-5.2.jar (44 KB) for your game version and loader.
Put it in the mods folder
The folder is inside .minecraft (Windows: %appdata%\.minecraft\mods). If it does not exist, create it.
Launch the loader profile
Open “Mods” in the main menu: Zombie Horse Spawn should be in the list.
