Passive Endermen is a minimalistic configurable mod which can prevent endermen from picking up and placing blocks. It also by default prevents them from targeting players when being looked at.
All available config options:
preventEndermenFromTeleporting default true If enabled, prevents the endermen from teleporting.
preventEndermenFromGriefing default true If enabled, prevents endermen from picking up and placing blocks.
preventEndermenFromAttackingFirst default true If enabled, stops the endermen from attacking.
You may freely use this mod in any modpack, as long as the download remains hosted within the CurseForge or Modrinth ecosystem.
