This plugin solved the problem. It let players know their ping, so they will stop complaing about the server.

Auto-Updater
This plugin contains an auto-updater to check updates and notify you in order to make sure you are using the newest, not buggy version. However if you want to disable this feature for some reasons, you can set updater to false in plugins/PingPlayer/config.yml.
Usage Statistics
Fully anonymous usage statistics are collected using bStats.
This plugin should work with most Bukkit versions without a update.
Cara memasang PingPlayer
A server on Paper or Spigot
The plugin runs on the server core for Minecraft 1.9–1.17; players do not need to install anything.
File goes into the plugins folder
Download the file PingPlayer-v1.3.3.jar (40 KB) and put it into the server’s plugins folder.
Restart the server
On startup the plugin creates its own settings folder in plugins.
Use the “To server” button
On Millida Hosting, the button at the top of the page uploads the file to your server and restarts it for you.
Minecraft 1.17 runs on Java 16: with a different Java version the game may close right after launch.
