Framework is exactly what is says on the tin.
For Modrinth Users
This pack is what I believe every performance pack should have. No more. No less. This means that anyone can take it and have a high performance pack with no extra flair. Perfectly vanilla Minecraft, but performant.
For Modpack Developers
A pack developer could use this pack as a framework for a different pack, without having to look for all the performance mods themselves. This saves time and allows the developer to get straight to the extra bits.
How to install Framework

Install Millida Launcher
The launcher is free: download it at millida.net/launcher and sign in with any nickname.
Click “Install” on this page
The launcher opens and installs the modpack for Minecraft 1.21.11–26.2 on Fabric automatically.
Launch the game
A profile with it appears in the launcher: click “Play”.

Download the modpack archive
In the version list above, pick the file Framework 1.8.3.mrpack (5 KB).
Import it into a launcher
